More specifically, any recommendations for a decently cheap wakizashi/kodachi for cutting practice? I am not looking for a high-grade weapon nor a wallhanger or 'swordlike object' as some call it.

Hanwei is now making a Practical Wakizashi...it's a very decent piece and can be found for about US110. I got mine from 888KnivesRUS (http://www.888knivesrus.com/cas-iberia-paul-chen-knives-swords/cas-iberia-paul-chen-knives-swords-cas-1070gt.html) and was quite pleased with the quick service [even despite the Canada/US border].
