Ninpo Ikkan Definition

I know I've seen it here and on the web before, but I cannot for the life of me find it now. Could someone give me the meaning of "Ninpo Ikkan"? Thanks in advance!

By a shred of coincidence, I have just been updating the dojo's terminology list for students, and ninpo ikkan has been put down as meaning: 'the law of the ninja is our primary inspiration'.
