Kanji that I can't find in JWPce

I'm translating (at least I'm trying) an old book, and there is a kanji that I can't find in JWPce...Anyone knows this one...

"Tsukamu" - "capture", or "arrest". It's an older variant of the kanji, try looking it up with the modern "kuni" on the right.

Note the te-hen [hand radical], and that it is standing to the left of kuni/koku [country]. Perhaps symbolic of "holding" [te] something bound [boundary or border]?? If I recall, kuni is made by writing the ideograph "territory" bounded within a box [border].

Just a thought.
