It looks like some westerner is looking to start a school of sorts affiliated with a 'grandmaster' who is simply the founder of a Koga Ninja theme park in Koga prefecture in Japan.

Whether the theme park owner is even aware of the fact that he is being referred to in this way is known only by the maker of the site. I'm wagering that the 'Oversea(s) Chief Branch Instructor' himself (herself?) is the only one who knows for sure.
