I just came across this rather interesting print:

I've run across references to The bo hiya ('shafted fire arrows') shot from bows. Larger varieties of bo hiya were wooden rockets, fired from large bore arquebuses.

This may be what these are.

The caption of the photograph reads bohiya. According to the entry in Sasama Yoshio's *Nihon budo jiten* (Kashiwa Shobo, p. 627), a bohiya was a type of incendary ammunition used in hojutsu (gunnery). There is an illustration on the page, where they're depicted as being fired from both hand-held matchlocks and a weapon that resembles a mortar, with a baseplate and elevation blocks (they came in different sizes).
