Hangesa?

I recently came across a book about Meibukan Goju. The person on the cover (the grandmaster?) is wearing a sort of short-sleeved, short robe over his gi. Is this what is called a "hangesa"? Where can I get one of these for my uniform (I just think that it would look cool for demos).
