1. Does anybody have a CorelDraw version of such image?

I would like to use it for diplomas, so I need high quality image.
2. Can I use such image? Probably, it have its owner..

The image is probably copyrighted, and so it might not be legal to use it.

You could try ordering blank Phoenix Certificates. They are not too expensive, and I have seen them in packages as small as 10 to as many as 50 per package.

Another option would be to have someone you know with artistic talents draw a master certificate for you, using the Phoenix Certificate as a model. Since this type of certificate is common in Japan, and has been for many years, the idea isn't copyrighted, only the exact design. So a similar design would be okay, as long as it wasn't an exact tracing.

I'm afraid the source I had no longer sells blank certificates. She is a calligrapher, and now appears only to offer custom certificates she has written.

I'll keep searching.

If the image in the link you posted is of your certificate, then you must have access to a scanner.

Can't you just scan it at high resolution and save to a CorelDraw format?

I can make it in CorelDraw in two ways:
1. As an a picture.
2. In curves.
For printing curves are better, but it needs a lot of time.

I have asked two calligraphers I know of if they would give me the address for their paper supplier.

If I don't have an answer in a few days, I'll see about scanning one of mine or creating a new one.

Maybe I can start a small business selling blank certificates, since they seem so hard to find lately.

Although the website isn't particularly dynamic, Kamura Sensei will custom write certification for students and, I understand that she also has paper with the motif you desire.
