It started yesterday, but I thought it was only my PC. When I enter quiet-torture.com I just see the same e-budo thread I was before.

On my system it goes to a Dell search engine (I have a Dell computer) that says it can't find the site.

I have to stop the page from loading after I click on a link in order to browse E-Budo.

It's obviously something that infect's certain versions of vBulletin boards, and there seems to be a way for the forum's host to get rid of it. Look here:
