No it isn't. Things like High School shootings and/or stabbings are percieved in Europe as 'an American phenomenon'.

I think you are right about the perception issue and the statistics still bear out that we (USA) are still the world leader in violent crime.

The disturbing thing for the EU, however, is that the gap is closing. If you look further, you find that Belgium is quickly becoming one of the EU leaders in violent crime. (Data is available from any number of sources.)

The are a number of concrete reasons for this, but the sad truth is that "perceptions" of crime have to give way to empirical reality at some point. The EU has some hard work to do in curbing crime and in many ways, the task is harder there than it is here in the US.

One of the first things it will have to do is drop the cultural distortion of thinking, "Things like this only happen in USA."

Criminology isn't always as clear cut as people want it to be. Another trend in e.g. the Netherlands (in quite some respects comparable to Belgium) is that people are getting more sensitive towards physical violence. What thirty years ago was seen as a mere 'exchange of blows' is now being reported to the police as assault or 'attempt at homocide' and is persecuted as such. This will lead to a rise in crime statistics as well.

Anyway: the man was a nutter, cases like aforementioned are regretfully impossible to prevent. (as long as guns are out of reach for the majority of our citizens, the consequences will remain limited).
