I was wondering if the "nebari" in nebari no heiho is derived
from nebaru, meaning to bind or adhere to? Thank you.

My guess it is from the meaning of to persist or to persevere. Nebaru usually means to be sticky, and it can also refer to the quality of something, like raw mochi or bread dough with a lot of gluten, to stretch but not break. A person who displays this quality is said to be be "nebari-tsuyoi", or to have a lot of perseverance and stick to it-iveness. So, perhaps the "martial art/strategy of never giving up" might be a way of translating "nebari no heiho".
