Andrew Young in Japan sells cotton bottomed as well as rubber- and suede- bottomed tabi. Check out his web site:

Anyway, there is tons of places you can get them, the tabi shop in Noda has them for like $11, so I hope you can find a reliable and cheap source! Anything over $20-$25 and your being ripped off!
