Probably because the 90-or-so% of the male population that rate a 0 or 1 on the Kinsey Scale would be totally freaked out and turned off by a male voice saying "Hi, big guy" while they were 'hanging out." (Of course, for certain bars that cater to the fives and sixes, it might be better.)

Maybe there is a subconscious psychology to having a female voice, especially an attractive, sexy one. It might make the guy think twice. Wouldn't you want to listen to someone who, if you're a Good Boy, might have sex with you?
On the other hand, the voice of a tough, macho dude who sounds like he can beat the spit out of you might also be effective ("If youse try to drive drunk, I'll beat the snot outta youse.") through the fear factor. :D

If you deployed similar devices in the toilets, you'd probably cause constipation... And given the normal condition of bar bathrooms, this may not be a problem, but wouldn't startling someone under those conditions be like jogging his trigger finger? I'd think it would increase misses...
