What rank is necessary to test other yudansha?

Can anyone tell me what rank one has to be in order to be authorized to conduct tests for yudansha grades, whose certificates will then be issued by the Aikikai Hombu Dojo?

I don't know specifically, but generally, doesn't someone have to be 2 ranks above the rank they are giving?
