    No
To the right is something that reminds me of "Ninpō Ikkan", due to the "Nin" and the "Ichi". Yet I can't make out the second and the fourth kanji for sure.
The second might be "宝", also reading "hō", but meaning "treasure" instead of "principle".
The fourth might be "緩", meaning "samizen music" or "string, cord". You read it "gen".

Very difficult to me to read hand written text, though...

BTW: I suspect the very crowdy kanji in the lower left corner to be the actual signature, but I couldn't tell for sure.
Sensei's name is "初見良昭" in kanji. You figure it out

My Japanese is horrible but my guess at the kanji in the bottom left corner is Haku Ryu (white dragon) which could be one of Hatsumi sensei bugo (martial name). Just a guess though.

    Default 忍宝一観(Ninpoikkan)

If you train Ninpo, you can finally reach the truth of the Buddhism.

In Koga ninja's book, there is an example of the description as not 忍法 but 忍宝.

If your opponent strikes at you, he himself will already have been struck.

well that part is out of the way how about the rest 白龍 looks plausible as a signature but it's really jumbled and the other line of text?

Oohashi sensei kindly emailed me on this matter and allowed me to quote him here!

    The signature says:

    忍宝一歓
    名和先生
          白龍

I think Sōke wrote this on the book when he presented the copy to Mr.Nawa Yumio. The sig seems to me to be genuine. So the book may become the buyer's treasure.

It means "Lead a happy life by treasuring Nin"

白龍' is Sōke's first Bugō (martial name) and it is pronounced as Byakuryū
