    Is this one guy in the Swedish Army, or some kind of program taught?

    No... He has created his own jujutsu style called sugino ha ryu, the techniques are most likely from there. I don't know about the army but the CQC-program for the marines where, well, kind of minimal and didn't include any flashy moves like that (at least in my times).
