Indeed it is. I think he's with Iwameji-sensei for the jo on the beach...then again I've never seen Iwameji-sensei with anything but gray hair.

Dunno about Niten Ichiryu in particular, but in Japan that's one of the more classic formal styles for montsuki.

This was the annual Japanese Toyamaryu Taikai, held in Machida.
The weapons are real steel swords, just not sharpened.
(And FYI, the bouts have to stop every 30 seconds because the swords bend ALL...
